  1. 16,000-Litre High-Density Reservoir System: Construction of a massive water storage complex featuring four (4) heavy-duty, 4,000-litre industrial polymer tanks.
  1. Elevated Structural Steel Tower:
    Construction and installation of structural steel tower to ensure that the water reservoirs are mounted on a precision-engineered, reinforced steel stanchion (tower) to provide a high-pressure, gravity-fed distribution system.
  1. Fortified Site Security:
    The entire facility is enclosed in high-security fencing with gated access to protect the solar infrastructure, pumping units, and storage assets from unauthorized access or vandalism. 
  1. Integrated Solar Street Lighting (8 Units):
    To enhance community life and safety, the facility includes eight high-output solar street lights. These provide a safe, well-lit environment for night-time security, community gatherings, and a bright space for students to study or complete school assignments after dark.
  2. Permanent Commemorative Plaque: 
    A customized, high-durability plaque engraved with your chosen name and message, permanently mounted to the structure.

  3. High-Visibility Memorial/Honour Banner: An optional, large-format weatherproof banner featuring a photo and dedication of the person being honoured, mounted high on the steel tower for maximum visibility across the community.

Project Timeline and Execution

PASDO’s borehole water projects are executed within a clear and efficient timeline.

Once the full funding is received and preliminary assessments are completed, most borehole water projects are fully constructed and operational within three to six months, barring any unforeseen circumstances such as adverse weather conditions or site-specific challenges.

The project execution process begins with a transparent bidding and vendor selection process conducted by PASDO, where we invite certified and experienced vendors to submit proposals for the various components of the project, ranging from drilling and construction to installation of pumps and solar systems.

Our internal team, which includes engineers with solid technical expertise, reviews all bids thoroughly to ensure the most competent and qualified vendors are selected.

PASDO works hand-in-hand with these vendors throughout the project lifespan, maintaining close supervision and ensuring that every detail meets our rigorous quality standards.

We also engage the local community early on to secure buy-in and create a shared sense of responsibility for the project’s success.

Ownership and Management

To ensure long-term success and minimize risks associated with local disputes or mismanagement, PASDO retains ownership of the water infrastructure.

While PASDO retains ownership, we establish a collaborative management model by working closely with trusted local representatives.
Where appropriate, a local water committee is formed and trained to:

  • Oversee daily usage and fair access to water

  • Maintain cleanliness and hygiene around the facility

  • Monitor system performance and report any issues promptly

  • Support the collection and administration of minimal user fees when applicable

PASDO continues post completion monitoring and provides technical or administrative support as needed.

Sustainability

Sustainability is at the heart of PASDO’s development philosophy.

We adopt a multi-pronged approach to ensure that each water project continues to serve the community effectively for many years.

Some of our approach includes:

  • Hiring competent vendors and companies with proven track records in water infrastructure, which ensures high-quality execution and long-term durability. Some of these vendors offer warranties on their workmanship, which adds another layer of reliability.

  • Giving preference to high-quality equipment that comes with a manufacturer’s warranty during procurement. This reduces long-term repair costs and ensures that any equipment failure within the warranty period is addressed promptly, often at no additional cost.

  • Giving due consideration to security around the project site. We assess potential risks and avoid areas with known high crime or conflict levels. In every location where a project is executed, PASDO works with local authorities to promote community ownership and protection of the asset.

  • Charging of minimal water access fee that is used to fund ongoing maintenance and repairs of the water facility. These fees are not for profit and are used solely for maintenance, repair, and management. The amount is kept very low and adjusted to the community’s economic reality.

  • In situations where maintenance needs exceed the revenue generated from user fees, PASDO may step in to cover costs from its internal operational budget, ensuring the water point remains functional and continues to serve the community.

Accountability and Optional Third-Party Oversight

PASDO holds donor trust in the highest regard. We document every stage of project implementation and provide:

  • Regular progress updates

  • Photos and videos

  • Final reports

For donors who desire third-party oversight, you may want to use EscrowLock’s PRODAS (Project Delivery Assurance Service), though that comes with an additional fee of 10% from EscrowLock.

This system offers:

  • Funds management through EscrowLock, so donor sends all the funds to EscrowLock instead of us.

  • Milestone-based release of funds to PASDO, so EscrowLock releases the funds to us in about two or three batches, with each batch expected to fund the project to a certain level.

  • On-ground verification before each stage disbursement, so EscrowLock’s team visits project site to ensure that previous batch of funds released have been satisfactorily used before releasing the next.

  • Full transparency for the donor

This provides an additional layer of accountability.

PROJECT COST: $52,000 (Fifty-two thousand United States Dollars)

This cost is for a comprehensive, well-engineered public infrastructure project designed to deliver up to 16,000-liter water supply to hundreds of grassroots on a daily basis.
To ensure project longevity, the budget includes permanent land acquisition (securing the site against future seizure or access disputes), industrial solar arrays with battery backup (to bypass unreliable power grids), durable lighting and fortified security fencing to protect the facility’s assets. This ensures your legacy remains a safe, functional, and protected community resource for over 20 years.
The amount represents the average cost of such project across the communities where we work, based on our most recent assessments.

PROJECT LOCATION

This solar-powered borehole water project shall be implemented in one of the underserved communities where PASDO works, based on a structured needs and impact assessment.
Final site selection occurs only after full project funding is secured and is guided by objective criteria, including the severity of water access challenges, population served, long-term sustainability, and projected community impact.

To ensure fairness, effectiveness, and responsible use of donor funds, sponsors do not select specific locations.
This approach allows PASDO to deploy resources where clean water access is most urgently needed and where the project can deliver the greatest lasting benefit.

Frequently Asked Questions

Can I dedicate the community water facility to a loved one or a cause?

Yes. You can name the community water facility in memory of a loved one, in your name, your family’s name, or your organization’s. A plaque bearing your dedication will be installed at the site.

Can I choose where I want the water facility to be located?

While we appreciate and value donor input, we are generally unable to accommodate requests for water facilities to be located in specific communities.

Project locations are determined through PASDO’s needs assessment process, which is finalized once full funding for the project has been received. This process allows us to identify the community with the greatest need and where the project will deliver the highest possible impact.

How will I know my donation was used correctly?

You’ll receive regular updates, photos, and a final report with documentation. For added assurance, you can opt to use EscrowLock for independent oversight.

Can I visit the community where my sponsored community water facility was constructed?

Yes. Sponsors are encouraged to visit and may attend the commissioning ceremony of the community water facility they funded. Our team will assist in organizing your visit.

What happens if something breaks or the borehole needs repairs later?

PASDO plans for long-term maintenance. Community members contribute a small water access fee to support repair costs. PASDO also stays engaged to ensure sustainability.

Can I sponsor only part of a community water facility project?

PASDO encourages full project sponsorship to ensure timely and complete execution. However, if you’re unable to fund an entire community water facility project, you can still make a meaningful impact by donating to our Water Project Fund. This fund pools contributions from multiple donors to support new water projects as funds become available.

Please note: Partial sponsorships do not come with naming rights. Only full sponsors or co-sponsors of a complete project are eligible to name the project.

Can a group of people co-sponsor a community water facility?

Yes. Friends, families, alumni groups, religious bodies, or professional networks can pool funds together to fully sponsor a community water facility. The group may choose any suitable name for the project, such as honouring a loved one who is late, celebrating a milestone, or promoting a shared cause. The name agreed upon by the group will be visibly displayed at the project site.

Can organizations or companies sponsor a borehole water project?

Absolutely. Corporate bodies, government institutions, and nonprofit organizations are welcome to sponsor water projects through PASDO. These sponsorships may be part of their corporate social responsibility (CSR), philanthropic mission, or development agenda. PASDO will ensure the sponsor receives full visibility and proper recognition at the project site and in related communications, where appropriate.

What happens if the actual cost of the project during execution exceeds the donation?

The proposed project cost is based on our most recent market survey and reflects a realistic estimate of what is required fund the project.

However, due to potential fluctuations in the cost of building materials, labor, equipment, and currency exchange, the actual cost may slightly increase by the time the funds are received and implementation begins.

If a shortfall occurs, PASDO will:

  • Carefully adjust the project plan based on current market realities while maintaining core project goals.

  • Cover the additional cost from its own organizational budget, except the donor prefers to cover the additional cost. 

This approach ensures that the donor’s initial contribution still leads to successful project execution and the intended impact.

What happens if the donated amount is more than what is eventually required to complete the project?

If, after final budgeting and implementation, the total cost of the project is less than the donated amount, PASDO will promptly notify the donor with a full breakdown of expenses and the amount remaining.

Depending on the donor’s preference, the surplus may:

  1. Be returned to the donor,

  2. Be used to further enhance the facility—such as equipping additional wards or expanding services,

  3. Be reserved to fund future repairs, medical restocking, or operational needs of the same facility.

Donors are given the opportunity to decide how surplus funds should be handled, and PASDO ensures full transparency and respect for their wishes.
