How the Productivity Enhancement for Small Businesses and Professionals (PESP) Programme Works

PASDO disburses subsidies through partnerships with service providers across the UK.

Each service provider covers specific geographic areas, ensuring that businesses and professionals receive support locally.

Eligible participants who, under the guidance of PASDO Community Volunteers, sign up for the services of a provider covering their area can have the cost of that service subsidized by up to 40%, so that they only pay 60% of the cost while PASDO pays 40% from the Digital Inclusion Grant it manages.

This subsidy can last for up to one year per service, provided that the beneficiary continues to make judicious use of the service being subsidized.
A renewal of the subsidy access at the end of one year is possible but not guaranteed due to limited resources and high demand.

Beneficiaries who lose their access due to underutilization or those who voluntarily opt out may not re-join the programme for a minimum of 3 years. 

Role of Community Volunteers

Community Volunteers play a vital role in the program.
They are recruited to support their communities by:

  • Identifying eligible small businesses, aspiring entrepreneurs, teachers, and other professionals.

  • Educating them about the program, and

  • Assisting them to navigate the online sign-up process, ensuring they can access the subsidy.

Volunteers mainly engage in street-level outreach within their communities but may also use social media where appropriate.
They are informed of which service provider covers their location to ensure accurate support for each participant.

Funding is limited, and there is a monthly cap on the number of new participants.
Once the allocation for the month is exhausted, volunteers will not be able to onboard additional beneficiaries until the next month.
